The building is situated in the centre of the capital, next to the most important communication routes leading to the airport, the railway and bus stations, as well as other key locations in the city. The building is of post-war architecture designed in 1952 by Professor Marek Leykam, a prominent Polish architect and art historian. The centre of the building is a full-height grand hall with a dome of glazed skylights. The interiors are decorated with galleries inspired by the Italian Renaissance.
