How open is the city to outside investors? Does it offer special incentives and investment development programmes? What are they?
The potential of the city have been already noticed by numerous foreign companies that have decided to set up their businesses in Łódź. There are several important leading household goods producers such as Indesit or B/S/H, as well as representatives of other branches, e.g. Gillette. Łódź has become also one of the biggest outsourcing centers in Poland and the best evidence of that is the fact that it has been chosen as a location for their offices by such companies as, among others: Infosys BPO Poland, Philips, Fujitsu Technology Solutions, Sii, Hewlett-Packard, or Nordea Operations Centre. Central location in Poland and the access to well-qualified specialists influenced development of the logistics sector and encouraged companies such as Rossmann, DB Schenker or DHL Poland, among others, to invest in the region. Some of the recently announced investments are the opening of a construction bureau by one of the world’s leading helicopters’ producers – Airbus Helicopters, as well as the opening of Shared Services Centre for Europe, Middle East and Africa by McCormick.
City of Łódź offers a number of incentives that are available for inward investors, to mention just the most important forms of institutional support:
- Support of the Development and Investor Relations Team at the City of Łódź Office (“One-Stop Shop” assistance system) and the City authorities during whole investment process and after the competition of the investment.
- The “Youth in Łódź program” - a comprehensive human resources development project, including scholarship and training programmes and employer branding initiatives, aiming at helping local entrepreneurs and investors in acquiring highly qualified personnel.
- Support of the Poviat Labour Office in Łódź offering to investors willing to employ unemployed people assigned by the district labour office a wide range of tools supporting the employment process and giving to the employers a wide access to skilled workers seeking for job (such as subsidized employment – financing the costs of employing workers for 6 months or the reimbursement of the costs of providing equipment for a work stand).
- Exemption from the property tax and regional investment aid to support initial investments in manufacturing activities and creation of new jobs related to them for a period depending on eligible costs related to the initial investment and the number of new jobs resulting from the initial investment.
- Incentives offered by the Łódź Special Economic Zone (i.e. tax reliefs, income tax or real estate tax exemptions, support on every stage of the investment process).
Which factors make the city attractive to invest in? What is the potential of the city? (location, infrastructure, proximity to expressways connecting, human capital)
Łódź is a city of a great potential mostly because of its central location in the heart of Poland. The city is close to the capital, which can be reached from Łódź in 60 minutes by car and in a little more than an hour and a half by train, but also, thanks to a net of motorways and roads, is perfectly connected with other Polish cities such as Wrocław, Toruń, Gdańsk or Katowice. That is why, Łódź has become a large transportation and logistic hub. A factor of great importance is also outstanding cooperation between the universities and the business as the city is a very strong education and scientific centre with over 20 public and private higher education institutions. In order to meet the expectations of the employers universities in Łódź offer courses in foreign languages, but also, bearing in mind the needs of the companies located in Łódź, graduate studies focusing on the issue of linguistic skills for the BPO/SSC and IT sectors were opened. We should not forget about the economic issues and competitive costs of leasing office space in modern buildings located in the attractive spots of the city.

The quality of life in a city is one of the key aspects, which contribute to a city’s attractiveness to its residents, tourists, visitors and also investors. No wonder, since precisely such a broad understanding of quality of life renders a city friendly and appealing and makes us feel like staying longer. The importance of efforts aimed at improving the quality of life in Łódź was recognised long ago and we can now see tangible results brought in the recent years.
Creating a friendly city forfor both inhabitants and investors is the major challenge for Łódź. For inhabitants friendly city means the good city for learning, working and living and for investors means the city with well-developed infrastructure and large pool of potential candidates.
One of the key elements of transformation and changes within the city is the New Łódź City Centre and the revitalised old power station EC-1. The unique character of this place, fully reminiscent of the industrial past of the city, allows us to take advantage of new opportunities. The major point of the New Centre of Łódź is the underground Fabryczna railway station, put into use in 2016, which is the largest investment of this type in Poland and one of the most modern, multimodal railway stations in Europe.
The Łódź idea of “friendly city” determines also processes taking place in the area of transport which contribute to raise the standard of living in the city. One of them was the redevelopment of the W-Z route which channelled part of the traffic into the underground tunnel and the Piotrkowska Centrum stop, connecting two most important tram routes in the city. Thanks to the redevelopment of the intersection, changing to other lines is now much easier and faster. Other changes include, i.e. the introduction of a single Łódź and Zgierz ticket or reciprocal recognition of urban public transport, Łódź Agglomeration Railway and Przewozy Regionalne [Regional Transport] tickets in the area of the city.
Recent years have brought many positive changes for the residents of the city, and also innovative solutions introduced with both the city dwellers and its promotion among visitors in mind. Thanks to the adopted “Integrated Development Strategy for Lodz 2020+” the city has a coherent vision of the direction in which it wants to develop and the path it wants to follow. The City offers support of specialists from the Investor Service Bureau who help investors in all stages of their undertaking. There are also programs dedicated for young people, such as the “Youth in Łódź”, which is a platform between the students and the business. It provides complex information about the employment possibilities from the partners, as well as courses, trainings and internships, among others through the website or on direct meetings with the youth e.g. during work fairs. Apart from that, among the initiatives it is worth mentioning campaigns such as “Łódź creates workplaces”, which is a promotional campaign for the companies operating in the city. As a part of the strategy Łódź has also initiated revitalization of the heart of the city and launched the New Centre of Łódź project. The 100-hectares area in the centre of the city is going to be transformed into a modern and functional district thanks to investments conducted together by the city, railway companies and private investors.
