Financial investment budgeted in public projects in 2019 in PLN
In 2019 Lublin invested PLN 412.3 million in public projects, which translates into 17.8% of the city's total budget.
The most important projects completed between October 2018 and September 2019
One of the most important projects completed recently in Lublin is the extension of Wyścigowa Street along with the construction of a new tunnel for trains. It is a crucial part of an internal ring road of Lublin and its completion considerably improved connectivity in southern districts of the city. Moreover, this project, together with a new roundabout and an overpass at Diamentowa Street, helped reduce traffic jams and considerably increased safety at what was formerly one of the most dangerous crossroads in Lublin.
Major projects planned for 2020
- The most important project planned for 2020 is the construction of an intermodal metropolitan station in Lublin, which will be located in the vicinity of new business and leisure infrastructure of Arena Lublin stadium and Lublin International Fair. The intermodal station will comprise the current Lublin Railway Station and a new part dedicated to bus transportation. Therefore, it will become the main point of interconnection for passengers travelling to, from and via Lublin. On the one hand, it will allow to gather all means of transportation under one roof and facilitate passenger traffic, improving both municipal and suburbian public transportation, as well intercity connectivity. On the other hand, it will boost redevelopment of the derelict area of the Lublin Railway Station surroundings, thus making them attractive for traders, businesses and other kinds of stakeholders seeking new opportunities.
- Another important project planned for 2020 is the extension of Dekutowskiego Street from the roundabout at Droga Męczenników Majdanka Street to Wyzwolenia Street. Construction of this new section of the street of 2.5 km will not only facilitate connectivity in the south-eastern part of Lublin, but will also substantially improve access to the biggest municipal cemetery and boost the attractiveness of new areas intended for residential development.
Major current projects
- "Revitalisation of the Ludowy Park located in the area of the Integrated Communication Centre for Lublin Functional Area" as the largest green area in the city. The park, which covers the area of over 23 ha, is currently renovated and rebuilt. The main objective of the project is to protect biodiversity in the park, restore natural resources, organise and build recreational and educational infrastructure, and make the park available to city's residents.
- The project entitled "Expansion and improvement of public transport network for the area of Special Economic Zone and industrial zone in Lublin" is aimed at improving public transport mobility and increase the use of low-emission urban transport in the area of the SEZ and industrial zone in Lublin. Actions aim to improve the comfort of travelling by public transport, shorten the travelling time, improve safety and reduce the negative impact of transport on the environment.

The city's openness to investors is reflected in the establishment of the Investor Relations Office at the Lublin Municipal Office, which is a business-oriented unit with the mission to support investors and facilitate their investment process. A dedicated project manager is assigned to each company considering a project in Lublin. This person is responsible for organizing site visits to the city and reference meetings with companies in Lublin, establishing relations with local universities and university career offices, facilitating the selection of an appropriate investment location, providing relevant information and supporting investors in all formalities within the city (purchase of property, construction permits etc.). As far as incentives are concerned, in Lublin entrepreneurs may be provided with the highest rate of public aid in Poland, e.g. up to 50% for large companies. Human resources are the greatest potential of the city. There are over 61,000 students in Lublin, translating into over 16,000 graduates each year. There are approximately 90 secondary schools, the majority of which include technical secondary schools employing highly-qualified teachers of technical majors. Since Lublin is located on Via Carpatia route in close proximity to Warsaw and eastern border of Poland, it is an attractive business location in Eastern Poland. Due to implementing investment projects of considerable importance, the city has an international airport and a ring road which is a part of S12/S17/S19 express roads. In Q2 2020 Lublin will be connected with Warsaw with S17 road and A4 motorway will be easily accessible by S19 road in 2021.

Potential investors represent the sectors of automotive, logistics, e-commerce, and on the other hand Lublin is attractive for investors from the business services sector, which is rapidly growing in the city. In particular, the IT industry is of great potential mainly due to the availability of talents and the offer of Lublin's university perfectly responding to the needs of businesses.
