KATOWICE

Budget for public projects in 2018 was PLN 419.318.287,00 - according to the plan for 30.09.2018 r.
The most important projects are:
• Extension of National Road 81 from the interchange of A4 motorway with National Road 86 to the constructed interchange with Armii Krajowej St.
• Construction of the Integrated Transfer Hub System of Katowice.
• Thermal modernization of public buildings.
• Construction of three swimming pools in the districts.

• Preparation of lands for residential constructions. Development and modernization of housing construction - roads construction, pedestrian and bike paths with lighting, construction of rainwater drainage, sanitary sewage system and water supply system.
• “Katowice, an open city” – adaptation of the building for the needs of social and environmental organizations for the disabled of the building. Revitalization of degraded districts and development of social services infrastructure - reconstruction and extension of the building along with the change in the way the facility is used for the needs of social and environmental services.
• "Toddler" - creation of new branches of the Municipal Nursery. Creation of new places of care for children under the age of 3 in institutions for childcare by adapting existing rooms and construction of a new building for the needs of the city nursery.
• Thermo-modernization of nursery, kindergarten and school buildings.

• Reconstruction of Dworcowa and Tylna Mariacka Street. The aim is to create a promenade in the form of an attractive public space. Estimated value: PLN 30 M. Years of implementation: 2016-2020.
• Intelligent Transportation System. The project aims to improve the functioning of the transport system through, inter alia, significant increase in the share of low-carbon public transport, especially in terms of commuting. Estimated value: PLN 60 M. Years of implementation 2017-2020.
• Construction of a science center. Adaptation and reconstruction of the existing building for the needs of the science center along with the development of adjacent areas. 2019 – preparation phase. Estimated value: PLN 200 M. Years of implementation: 2018-2021.
• Construction of municipal stadium. Improving the quality and increasing the availability of health, educational, cultural, entertainment, sport and recreational services (project documentation). 2019 – concept and documentary phase. Estimated value PLN 200-230 M.

Estimated value: PLN 240 M. • Thermal modernization of public buildings. The aim of the project is to improve energy efficiency in over 30 public utility buildings and increase the production and distribution of energy from renewable sources. Estimated value: PLN 98 M. • Construction of three swimming pools in the districts. Improving the quality and increasing the accessibility of health, sport and recreational services. Estimated value: PLN 90 M. • Bicycle infrastructure. Preparation of concepts, projects and development of bicycle routes. There are currently about 140 km of routes. Budget: above PLN 33 M.

The financial resources for investments are: EU funds, own resources, funds from the European Investment Bank and the Council of Europe Development Bank (CEB). In the last 5 years, finance for investments from these sources amounted to:• 2014 – EBI - PLN 68,129,469.00, CEB – PLN 33,982,000.00, EU funds – PLN 166,071,947.92, own resources – PLN 213,876,533.10.• 2015 - CEB – PLN 16,748,280.00, EU funds – PLN 25,449,592.20, own resources – PLN 142,578,951.04.• 2016 – EU funds – PLN 1,083,650.00, own resources – PLN 31,020,364.17. • 2017 – EU funds – PLN 9,982,274.40, own resources – PLN 33,526,942.74. • 2018 – as for 30.09.2018 – EU funds – PLN 28,713,307.66, own resources PLN 48,466,417.47.

One of the budget’s tasks is the modernization of buildings. The expenses for modernization of buildings in the city of Katowice were as follows:
- 2017 - PLN 4,314,141.67.
- for 10 months of 2017 - PLN 2.568.485,26.
- for 8 months of 2018 - PLN 1.212.311,89.
The city's budget is analyzed on a monthly basis. The City Budget Department has collective data regarding the modernization of buildings from the implementation of the budget for individual reporting periods.
The amount of expenditure on the modernization of buildings is the resultant of many factors during the budget year (e.g. the payment date of the invoice), therefore the data for a partial settlement period (from October to September) may not reflect actual expenditure.

The total budget expenses for 2017 amounted to PLN 1,709,102,669, including property expenses PLN 156,118.765.
Expenses for 8 months of 2018 amounted to PLN 1,210,603,689, with planned for 2018 - PLN 2,398,828,221.

Currently, in the EU financial perspective 2014-2020, the City of Katowice signed 129 contracts for co-financing projects. These are the projects co-financed by the European Regional Development Fund, European Social Fund, Cohesion Fund, Interreg, Urbact III, Horizon 2020 and the European Commission. The total amount of funding is PLN 893,942,066.15 PLN, and the total value of the projects is PLN 1,194,459,410.06.

The city obtained the largest co-financing from EU funds for projects related to road and transport infrastructure (road construction, Integrated Transfer Hub System, Intelligent Transport Management System, replacement of street lighting). Also projects in the field of thermo-modernization of public buildings are implemented with the use of EU funds. Many projects related to education, professional preparation, as well as to child care facilities - nurseries and kindergartens - are implemented using EU funds.

• Dedicated Project Manager - a dedicated employee from the Investors Assistance Department, who helps during the whole investment process. • Employment support – support in recruiting process in co-operation with the local academic centers and the Poviat Labor Office. • Marketing support for investors – organizing a press conference about a new investment, placing the information about a new investment using municipal marketing tools.• Public transportation adjustment - public transport network (bus stops or new bus lines) can be adjusted to satisfy needs of an investor.• Real estate tax exemption – tax exemption from real property tax (within the framework of de minimis assistance). • Support for developers - Katowice can support in investment procedures or can improve communication service within road construction or construct technical infrastructure.• Katowice Special Economic Zone - offers CIT relief based either on investment costs or two-year labor costs for new jobs created.

Coverage with local spatial development plans in Katowice is 26,3%. (as of 4.10.2018). Coverage of accessions to prepare local spatial development plans in Katowice is 58,9%
(as of 29.10.2018).
The local spatial development plan is an important tool for supporting the city's activities in the area of public spaces, protection of valuable natural areas and creating conditions for residents to live and use the services of public and private entities offered in the city. The preparation of a local plan for the most part is based on urban analysis. The prepared project should contain arrangements in which both private and public interest were balanced. Planning activities in this area should take into account the best solutions creating conditions for sustainable development.

The waiting time for a building permit is about 2 months.

Katowice is a unique city that has undergone a huge change over a dozen years. Excellent location, human and economic potential, as well as consistent policy of the city authorities make this city attractive for investors, residents and tourists. Katowice is open to investors and innovation. The world's companies such as IBM, Accenture, PwC, and recently also Fujitsu have their offices here. In December 2018, the United Nations Climate Change Conference is due to be held in Katowice.
